Are families that receive TANF Child Only eligible to receive diapers?
Yes, all categories of TANF are eligible as long as they meet the diaper eligibility requirements.
What does “ongoing” diaper assistance refer to?
This diaper assistance program is not a one-time benefit. Families may qualify for multiple disbursements based on their need for diaper assistance as long as they meet the eligibility criteria.
Does Early Head Start qualify as an agency that can apply?
Agencies that are a non-profit organization qualify to apply for the grant.
For ongoing diaper assistance, would eligibility be verified monthly?
Yes, for each month of diaper assistance, TANF eligibility would need to be verified via DWSS eligibility verification process.
Will agencies actually be signing families up for TANF, or just using an eligibility checklist to ensure TANF eligibility?
No, agencies will not be signing families up for TANF. Pre-registrants for diaper assistance must already be active TANF participants on a DWSS case and a request will need to be submitted to verify TANF eligibility.
Will agencies be getting a list of TANF recipients?
No, due to privacy DWSS will not distribute a list of TANF recipients. Agencies will need to pre-register potential recipients and request verification of TANF eligibility through DWSS.
When is the end date of the program?
September 30, 2023, is the end date of the diaper program. All final requests for reimbursement must be submitted no later than October 15, 2023.
What does the eligibility verification process through DWSS look like?
A spreadsheet will be submitted to DWSS via email and eligibility will be verified by DWSS staff and sent back to the requesting agency.
Are agencies creating their own pre-registration form?
Agencies may use their own pre-registration form for the program as long as it contains the required information. A template can also be provided by DWSS to assist with the pre-registration process.
Is there a maximum amount allowed to be distributed in each distribution to a TANF-eligible recipient?
The number of diapers provided for a child must be reasonable. For example, if a registrant is requesting diaper assistance for 1 month, for 1 child, the number of diapers should be comparable to meet that need.
